Build me an iOS app

I want an app that people can sub to a subscription service in theee different tiers, each tier giving this person a certain amount of credit they can use, to pay back later, as a way for people to build their credit who can’t get a normal credit card. Repayment would be interest free if paid back in within 2 weeks.
