Build me an iOS app

I have nothing but an idea, but the build should be relatively basic. I just need to mirror the camera from an iPhone onto an iPad with minimal lag and maximum quality. The home page just needs a logo and a button to pair the two devices. And the video page just needs different video quality settings. I will also need help with everything involved in getting the app onto the App Store and updates in the future.
