Build a Mobile App

I need this app to basically be a book shelf. Where new authors can upload there stories onto this app and people can download and read the books for free. I would like this app to be called "ChapterOne". I would like for authors to be able to make their own accounts including their payment information. I would like to monetize each book they upload automatically to play one ad every 10 pages starting on page 1. My idea behind this app is to encourage new authors meanwhile making them a little extra money and putting a little extra income in my pocket as well.
