Build me App to take photo and doodle over picture

After finished I must have uploaded to IOS and Playstore ( Developer accounts to be used can be discussed ) if you have current listed apps that would benefit application

I want an app that takes a picture ...
then the person that took the picture can doodle on it and create a layer ( Store that Layer ) Hide the layer ( reveal the layer )
then the person can add more layers that is also doodled on but with more colors --- these will also be able to be shown or hidden


Now this picture will be uploaded to the apps cloud storage
and the picture can be viewed by other users , and
these uers can add their own doodle to the picture too

if this is something you think you can do lets talk
I dont have much but I would like to try and create this
