App developer need

I am looking for a new app developer. The prior app engineer could not complete the project. I would like to send the most recent files of the app completion & also some files of how the app should look upon completion. I would like for you to list what the app already has & what is yet to be done. In conclusion I would like for you to let me know how much you will charge if you are to accept the project & a completion date.
