I want to create an app to help manage screen time, but I don't know how to start it or get it to do all the fancy technical stuff

Hello, I am looking for help developing an app template that I can use as a base to build my application. I am looking for the template to be built on iOS since that's the platform I plan on using. My goal is to build an app to help manage screen time by allowing users to shut down other applications for a set amount of time and also where they can write down their goals of things they need to get done while not on their phone. Given my tight budget, I am only able to allocate $100 for this project. I am looking for someone who can work with me to create a high quality app template that meets my needs within this budget.
