E-voucher managment app

We have an e-voucher program. Each voucher is worth $2500 of services. Each service around $120 to $180. Each service completed, the user will tick off the service in the app and the app can calculate the remaining voucher worth. Please have a way to verify that service is completed to satisfaction of the customer before the deduction from the voucher worth is done.
