phone app configuration

I am looking to have someone help me configure an app for a mobile device. The device I am using is an iOS. This app will largely facilitate data entry, but I’m open to any platform to help me achieve the desired set-up. If the freelancer has any particular advice or recommendations for a successful implementation, that would be greatly appreciated. The end goal would be to have the app fully functional, so that it would be able to easily and accurately handle any data entry tasks.
