ios app workhours/material

I am looking for a freelancer who can work on my iOS/android app project, which involves both design and development work. I have a general idea of the features and functionality I want, but I need assistance in refining and implementing them effectively.
The primary purpose of the app is productivity, so I am looking for someone who has experience in creating apps that help users manage their work hours and materials efficiently. The idea is having an app with connects to a database in the cloud( for example i cloud, azure or something else. Just what the company wants. Possibility with multiple roles, somebody who can make new employees check the hours made by other people. Scanning a 1d or 2d code(qr-code) for material is neccesary. So a stock inventory with minimun and maximum is also neccesary. A product can be on multiple places. Each place has a minimun and maximum for this product.
When finishing a work the customer has to be able to sign the workdocument(hours and material). When the customers want this signed document has to be send by email. The bill can be automatically proposed and after a check can this be send by email. Ther should be also a possibilty to export the hours material as a xml and/or csv to an other software package. This should also work without connection to the cloud and for example when WIFI is connected it synchronise with the cloud.( in this case their is a possibility multiple persons edit the same document/material) Without giving an option how you going to solve this in your proposal, your proposal will be deleted
Ideal skills and experience for the job would include:
- Proficiency in iOS app development and design

- Ability to provide suggestions and guidance for feature implementation
- Strong communication skills to collaborate effectively with me on the project.
