iPhone Colorimeter and Spectrophotometer App

I'm looking for a skilled app developer who has experience in developing colorimeter/spectrophotometer monitoring systems.
The main function of this app will be color intensity measurement. Here are the key requirements:
- I want an iPhone to operate as a colorimeter/spectrophotometer monitoring system, that can identify and measure the intensity and luminosity of certain colors.
- Practical Application: I work in an industrial bakery that makes over 1 million cookies per week. The purpose of this application is to address this issue: We sometimes have chocolate chip cookie dough which gets too warm by sitting for too long. When this happens, the chocolate from the chocolate chips bleeds out into the cookie dough bread, making the cookie dough bread appear dark. A little bit of darkening is not a problem, but we need to monitor and enforce a threshold value.
- The app should allow for the setting of threshold parameters. This threshold should be adjustable in the future.
