iOS video app for charity

Lifesaving Drones is an Australian charity conducting some research work. We would like an app where we can play video footage of drones searching for people. When people see what they think is the target the drone is looking for, they can press the screen. They can then select if it was definitely the target, probably the target or possibly the target. The app then records the time of the screen press and the location on the screen where it was pressed.
I aim to convert the information from the time into the video and the location on the screen back into GPS coordinates to give me an approximate target position. The time into the video and position on the screen will need to be displayed in a CSV so I can compare it to the actual position of the targets, which I have a GPS log file for.
