iOS App Development & Feature Integration

I need an app developed for Apple devices using script, HTML, and CSS. The main purpose of the app is to help users organize their thoughts for life. To make the app more user-friendly, I'd like to add a feature where users can mark items as favorites with a button, which will then move the item to the top of the list.
