iOS and Android Video "Hover-Play" Feature Development (Developer/Consultant Role)

I'm looking for an experienced Android-iOS consultant to assist my current developers in implementing a "hover-play" feature in our mobile apps. Much of the feature may already be developed but is not working properly. This feature will automatically play an 8 second preview of the video as users scroll through the video thumbnails displayed in a since column array. This feature is similar to the functionalities seen on Instagram and Pinterest.

Key Responsibilities:
- Provide hands-on coding assistance to the developers
- Implement the feature for both iOS and Android platforms
- Ensure compatibility with MP4, AVI, and MOV video formats

Ideal Skills:
- EXPERT LEVEL experience in Android and iOS app development
- Proven track record of integrating video playback in mobile apps
- Strong coding skills with the ability to work collaboratively with a team
- REQUIRED: Prior successful experience implementing a "hover-play" feature from social media platforms

The goal is to have this feature seamlessly integrated into our apps to enhance user experience.

Key Technical Requirements for Feature:

1. Video must play within the thumbnail in focus when a user scrolls the page to the center of the video.

2. Must ensure the hover icons and company logo remain in the feature so the user can access these features without needing to open the video detail page.

3. When you implement hover play, the video must play for only a sample time of 8 seconds. The reason is - we are charging a fee for views and we don't want the logo business to be charged a fee when previewing. Note -The fee must be charged after the user opens the video detail page and clicks the video play button. As soon as motion in the video starts, the user must be charged the VIEW fee. This fee must be charged no matter what page the thumbnail video is viewed on - Category, Home page, My Skigits, Skigits I like, etc.

4. When the app is not in focus, the audio must mute automatically

5. The thumbnail must display a mute button in the upper right corner when the video preview starts to play.
