Still undecided

I need someone to develop a mobile app, get it approved with apple & Google. I already know exactly what I want & will discuss with the person that will get the project. For you to get an idea of what I want use OfferUp or Poshmark as an example. I need someone who could deliver it ASAP, I know if you charge an hourly rate the longer it takes the better, I just don’t have the time. You can give me a price for the entire project instead & charge what you think is right. Also, It will be a subscription based monthly charge for users instead of taking a percentage from their transaction. I don’t have a blue print or a design, I just know exactly what Features I want, so I’m counting on the developers to help me ? on creating something tasteful & user friendly.
