Nigeria Mobile Recharge, Bill Payment & Gift Card App

I'm in need of a mobile app will cater to both individual and business users, providing services like airtime and data trading (i.e. buying and selling), bill payments, peer-to-peer payments/transfer, and gift card purchases across multiple regions.
Key components of the app:
- **Mobile Recharge Marketplace**: The app should support Buying and Selling of Airtime and data for major Nigerian networks, including MTN, Glo, Airtel, and 9mobile.
- **Bill Payment**: User can recharge their electricity bill, cable TV etc from the app
- **Gift Card Marketplace**: I want the app to have the capability to allow users to buy and sell various categories of gift cards, such as entertainment (iTunes, Netflix, Spotify), retail (Amazon, Walmart), and gaming (Xbox, PlayStation) etc.
I am looking for a developer with experience in creating e-commerce and mobile recharge apps, particularly in the African market. The ideal candidate should have a strong understanding of user account management, as this will be a key feature of the app.
