Mobile app to report odors

I am looking for a skilled mobile app developer to create an app that can be used to report odors for both iOS and Android platforms. Think pin-dropping a hazard on Waze, except a quick odor strength rating and 50 word max description that geotags this report on a map, can be viewed by anyone with app access. This app would allow users to provide short detailed descriptions of odors in their area and location – a helpful tool to ensure people have access to safe and healthy air in their cities and rural agricultural areas.
