Mixed Content Document Scanner App

I'm looking for an experienced app developer to create an iOS/Android app that scans mixed content documents, and allows users to consult these scanned documents. The app should be user-friendly and efficient, with the following key features:
- Document Scanning: The app needs to be able to scan a variety of document types, including text documents and images.
- Document Consultation: Users should be able to search within documents, organize scanned documents into folders, and annotate or highlight text.
The app only needs to support one language, so there's no need for extensive multilingual capabilities. Ideal candidates should have a strong portfolio in app development, particularly with document scanning or similar functionalities. Experience with iOS and Android development is a must.
