4-Level Organizational Structure Design

I have been promoted to a new role as Director of Operations - Human Resources Middle East. Our HR operations are supported by two teams: onshore colleagues based in the Middle East and a team in Bangalore, India, known as the People Hub team. However, due to the geographical separation and the limitations of the shared services model, our operations in the Middle East are facing challenges. Stakeholders are expressing dissatisfaction with the delays and inadequate responses from the offshore team.
In response to these challenges, my manager has decided to separate strategic and operational work for our Middle East operations. A new team called HR Operations has been created, and I will be leading it. My task is to propose a new organizational structure that consolidates existing roles under this newly formed team. The following individuals will be part of this team:
Zack, Charlie, Gary, and Quinton are senior members of the team. Quinton is based in KSA, while Zack, Charlie and Gary, are located in the UAE. Before my promotion, I was the HR manager for the UAE, with Charlie and Gary, reporting to me as HR advisors. Zack handled high-level escalations and demonstrated exceptional competence in his work. Quinton was responsible for operations in Saudi Arabia.
Mike from KSA, who previously served as an HR advisor, will also join the team.
Mary, an HR advisor in Qatar, will report to me and become part of our team.
Aakash and Geeta, who currently support HR operations in the UAE, will be junior members reporting to Charlie and Gary,
