IOS PDF VIEWER APP

I need a PDF viewer to be created that 1 document will be used and that can be locked down to the general users to only view the file. I need 3 pages of the pdf file to be quick accessed (book marked to).
The app access needs to be very basic (i.e. open app, opens to 3 book marked pages as a shortcut. all other pdf document pages to be accessible within app but nothing else).
