IOS APP Creation: NFC ID Card Simulator

I want to create an app that uses apple's integrated NFC Reader, to read the information of a specific NFC ID Card. After having read the ID Card, I want to be able to Add the card to apple wallet. Apple already supports adding room keys to apple wallet, and I would want to use that same feature, with potentially express mode in order to simulate using an ID card. That way you would have your ID card on you at all times through your phone.
