High low lottery

I want to create an iOS app game. People play high low with a deck of cards. If the player gets 3 in a row they are put into a 12 player lottery. The winner of the lottery wins $1 real money. If the player gets 5 right they are entered into a 12 player lottery. The winner of this one gets $2 real money. 7 right lottery is for $5 10 right lottery is for $10. I’d also like the player to be able to skip the high low all together and be able to just purchase a spot in the lottery. .10 for the $1, .20 for the $2, .50 for the $5 and $1 for the $10. I want a time restriction of 6 hours between plays. Or 3 hours if they watch a few ads.
