Game Tracking Mobile App Development

I am in need of a talented app developer who can design and create a mobile application compatible with both iOS and Android platforms. The primary objective of this app will be to aid with the tracking of a game.
This must consist of a few specific features:
- Allows player to input total points for each category
- Ability to track and deduct cost from the players inputted total "points" for the category
- Output purchased skills / spells into a final screen with buttons for each skill or spell purchased that when pressed are marked as "used"
- Reset button which takes all current purchased skills or spells back to unused state
- Ability to save "battle board" - the final screen of selected skills / spells - to be loaded later or switched with another battle board which was saved.
The perfect candidate will have strong experience in mobile app development, with a portfolio displaying similar work. Understanding the dynamics of game tracking would be a great advantage. Experience in creating apps that run smoothly on both iOS and Android would also be beneficial.
