Expense App

I am seeking someone to develop an expense tracking app for iOS and Android platforms. I have a detailed design I would like followed, as well as specific features that I deem necessary.
The most important feature for this app is expense tracking. It needs to be able to track both income and spending, make calculations, and graph changes over time. Additionally, I would like the app to be able to set budgets and provide expense reports.
The freelancer should have experience creating mobile apps, specifically on the iOS and Android platforms. They must also have an understanding of coding, as well as the ability to design a beautiful interface with detailed instructions. The final product should be easy to navigate and user-friendly.
