Develop phone app

I am looking for assistance with developing a phone app (iOS and android) that will allow the customer to send a request and allow a response back to the customer, allow the customer to accept the response or negotiate, and finalize agreement by requiring approval from both parties, and consummate the agreement by accepting payments.
