Develop app for rents management

I am looking for a skilled developer to create a mobile application for managing rents management (payments, incidences, chat, etc). The app should be able to run smoothly on iOS and Android devices.
The app should offer a simple interface that allows customers to chat in a group, direct messaging, manage bills and links to make online payments, without requiring them to enter their bank information. Features like encrypted data storage and payment history tracking should also be part of the app. It would also be helpful if the app provided notifications for late payments or expiring contracts.
In terms of technology, the app should support HTML and JavaScript, as these are reliable and widely used programing languages. React Native would also be preferable as this framework is especially well-suited for building mobile applications,.but I'm not completely sure about it.
Ultimately, the goal is to create an app that allows renters to make secure and efficient payments, while also providing certain features like monitoring payment history and sending reminders when necessary, managing bills and communication .
