Data recovery

Hello I want some one who can recover photos and videos from factory reset iPhone. Which is not backed up in iCloud it is permanently gone if it is possible??And noted it is not backed up in iCloud only legitimate person reach out for the job and while applying please describe the procedures and also if you have done before or not
