Custom OpenAI Chatbot for Education

I'm looking for a custom-built chatbot powered by the OpenAI model o3-mini-2025-01-3. This chatbot will serve a pivotal role in the education sector, assisting with tutoring and homework help, quiz and test preparation, and providing resource and content recommendations. Must have a subscription function.
Key Requirements:
- Ability for me to set Behavioral Instructions and parameters (e.g., temperature, max tokens, Top_p, Frequency_Penalty, presence_penalty, and Custom Logic).
- A simple interface for an iOS mobile device for front-end integration.
Ideal Skills:
- Extensive experience in AI and chatbot development, particularly with OpenAI models.
- Previous work in creating Chatbots powered by OpenAI
- Strong understanding of iOS interface design and development.
