Cross-Platform Mobile App with Real-Time Updates

I am looking for a proficient mobile app developer for a swift development of an application that is compatible with both Android and IOS platforms. Here's what I am looking for:
- Mobile App Development: Building a mobile application that can function seamlessly on both IOS and Android.
- Splash screen on start up of application.
- User Login System: The application should have a user login system to provide personalized user experience. User Login/Teacher Login/School Login. All 3 have different roles and access to specific pages/information.
- Real-Time Updates: The app needs to support real-time updates to ensure the content is up-to-date and current. App will need to be able to save information in local and cloud with sync.
- Multiple Screens: The app will have various screens for different user roles. Screen will be defined as will features for each screen and permissions/roles.
- Coding language and framework to be advised - Kotlin, Flutter etc.
