Build an iPhone screen lock app.

I need someone to see if they can create an app that controls the Apple Face ID from the device lock screen.
So, when my app is enabled, the Face ID will not automatically unlock the device screen, when the device screen is locked.
The user will have to touch a certain area on the screen and then the app would activate the Face ID to unlock the screen.
And I would need a special affect to appear when the user touches the screen. Also, the user can change the color of those special affects within the app .
Also, there will be a small add banner at the bottom of the app page .
