Build Xamarin iOS app

Build a very simple Xamarin iOS app that alerts street name only one time, when location subscription is set to always. This alert should be triggered even when phone is locked, or the app in the background or in the app is in the foreground. The alert is both notification and voice alert. The voice alert should interrupt other audio.
