Build an IOS and Android App

I want to build a skincare app for IOS and Android. It has to be able to take 3D photo of the face. User would have to select a problem area (for example acne) and choose a cosmetic procedure suitable for that particular skincare problem. The app would automatically edit the photo according to the chosen procedure and create the “after look”.
