Build me a Flutter App

I need a flutter App that would have the following

A splash Screen
A registration/login page for Reader or Writer
Writers Will be able to upload a book cover for the novel
The reader will have a personal shelf/library for their books.
There will be genres of books for people to check out the category they want
Everyone registering will have a link to follow the app owner.
App Owner has access to every uploaded book before approval.
