Build an Android/Iphone App or Website similar to Duolingo Language Learn App

An app that teaches you ONLY english. It is like a game.
It has levels. Each level has different questions that will be provided by us.
Some questions may need you to choose an image as an answer,
others may need you to choose an audio as an answer,
other may need you to listen to the question and then answer
and maybe other similar type of questions.
Most of it is multiple choice questions
All of the Questions and Content will be provided.

If you can create a website i can make it an app view and put it on playstore.
If you can make it on IOS and Android it is still okay.
