Apple Wallet pass development

Currently looking for someone to facilitate the creation and automation of NFC enabled Apple Wallet passes for contactless building access.
Project has a requirement for users use their phones to gain access to buildings using NFC door locks. For this there will be a pre-defined list of users and their necessary credentials (provided either by API or CSV file) which can be used to automate the pass creation process instead of creating one pass at a time per user. Ultimately this will be added to users' wallets and surfaced in an app that is currently in development to be used to gain contactless access to buildings.
