Apple Developer Account Setup

I need assistance setting up an Apple Developer account in the Kuwait region. This project is for an individual, and I do not have an Apple ID yet.

Requirements:
- Create an Apple ID for me.
- Set up an Apple Developer account under the Kuwait region.
