App developer needed for Competent Deckhand

I need an app created that allows students who have enrolled on our Competent Deckhand Course [www.competentdeckhand.com] to be able to create and account, log in and upload their CV/experience onto their account and then add a QR code to their CV or business card to allow others to scan and see their experience.

Needs to work on Apple and Android and be approved and available on the app stores.
