App Publishing Assistance on Android & Apple

I am looking for an experienced professional who can assist in publishing my app on both the Android and Apple platforms.
Key Details:
- I have all the necessary codes ready for the app. What I need is for the app to be uploaded to both stores and go live.
- I only have an existing account on one platform, so the successful freelancer would need to assist in setting up an account on the other platform.
- An ideal freelancer should be able to provide detailed project proposals on how they intend to go about the publishing process.
