iPad forms app w-mail, editing & zoom features

I need an iPad app created where a custom contract form can be on the iPad screen. Needs, scale to different size iPads and iPhones, to be able tape fields to enlarge and return to size, sign fields with a finger in signature zone on the contract, initial in initial zones on the contract, need the ability to type text onto the contract fields and to simplistically draw, select portions of the contract the client sees, select portions of the contract that gets email to a client, edit/change at will the preprinted contract texts.

i have the 5 page contract laid out in Illustrator, also as a PDF or an EPS file so it does not have to be created from scratch. Need to be able to search the iPad database of contracts ongoing and completed and to download to a Mac.
