iPhone Notes Wallpaper App

I'm looking for a developer to create a basic iPhone application that allows users to edit notes and it automatically change the phones background/wallpaper based on these notes.

Key Features:
- Trigger wallpaper change on both note creation and editing
- Backgrounds/wallpapers can be solid colors or user-uploaded images
- notes section to include check box/strike out option when complete

Ideal Skills and Experience:
- Proficiency in iOS app development
- Familiarity with dynamic wallpapers and user-uploaded images integration
- Ability to deliver within a month

App will be for personal use so cost is of major criteria
