iOS & Android Tutorial Video App

I need a cross-platform mobile app that lets me host my own library of tutorial videos and keep a tight feedback loop with viewers. From an admin console I should be able to upload new videos at any time; inside the app users must be able to watch them, hit Like, leave comments, and share a link straight to their social-media feeds.
Whenever someone runs into trouble they will open a “Support Ticket” screen that captures three things in one flow: a written description of the issue, optional screenshots or other file attachments, and their preferred contact detail. Those tickets should land in a database or dashboard I can easily review.
Real-time engagement is important, so the app has to support push notifications—new video alerts, replies to comments, or ticket status updates.
