Small delivery platform

I’m looking to develop a small platform for a commonly of 15k where user can post a request (to bring/buy) something from somewhere (could be local/different city or country). Willing user can accept the request and bid on the request. Once the requester accepts the offer then the deal is done. There is no payment is required at this stage of development. this platform will be a tool inside another app that already developed for the community.
