Resolve iOS Sanctions Rejection

Hi All
i have website converted to mobile app web view from another person and the app rejected , the app was related syria country and apple saying :
Apple must comply with U.S. laws. Under U.S. sanctions regulations and export controls, Apple cannot do business with certain apps or developers connected to U.S. embargoed countries or regions.
We have recently identified that the app is subject to U.S. sanctions regulations or export controls. Therefore, we are unable to approve the app at this time.
so for me now not important to publish the app in syria but i changed the content and asked apple to publish the app again they rejected it for same reason even i dont any more want the app to run in syria but outside in EU and UAE , Kuwait and rest of worls
are you able to fix that and publish the app?
