Per Diem Card App Development

I own an issued patent for a per-diem payment-card system and now need a production-ready mobile app that turns that IP into a working product. The application must run natively on both iOS and Android and its primary job is to let a company create and instantly issue virtual (and later physical) per-diem cards to employees.
Core flow
• Company registers an account (email + password).
• Admin loads funds and defines per-diem limits.
• The app generates a virtual card for each employee and displays card details securely.
• Real-time balance updates and basic transaction history appear in the employee’s view.
Key requirements
• Secure email/password authentication for both admin and employee roles.
• Card-issuing integration with a platform such as Stripe Issuing, Marqeta, or a comparable PCI-compliant service—open to your recommendation.
• Clean, intuitive UI following Apple Human Interface & Material Design guidelines.
• Scalable backend (Node, Django, or similar) with encrypted storage of sensitive data.
• Source-controlled codebase, build scripts, and a brief hand-over video.
Deliverables
1. Fully functional iOS and Android apps (ready for TestFlight / Play Console).
2. Backend source and deployed staging server.
3. Minimal admin web panel to review accounts and manually override card settings.
4. Technical documentation covering setup, APIs, and patent-specific logic.
Acceptance
I will consider the project complete once I can:
• Create an account, issue a test card, and view it on both platforms.
• Confirm that all traffic is encrypted and that only authenticated users reach protected endpoints.
