Mobile App Development – Cívica Panamá (Citizen Reporting Platform)

We are looking for an experienced mobile app developer or development team to build Cívica Panamá, a digital platform that allows citizens to report community issues and communicate efficiently with municipalities and local authorities.

The goal is to launch a Minimum Viable Product (MVP) that improves civic engagement, transparency, and response tracking between citizens and government entities.

Scope of Work (MVP)
• Mobile app development (iOS & Android)
• User registration and authentication
• Issue reporting (photos, description, category, location)
• Map-based issue visualization
• Case/status tracking (submitted, in review, resolved)
• Notifications for status updates
• Admin dashboard for municipalities to manage and respond to reports
• Basic analytics and reporting

Requirements
• Experience building mobile applications
• Experience with map/location-based features
• Clean, scalable, and well-documented code
• Ability to propose a lean MVP approach
