MacOS and iOS local proxy

Challenge:
Develop local proxy to inject javascript into TLS http request (with custom root cert installed on client) and then route resulting traffic through commercial VPN or Proxy service.
Goal and requirements
- Append (inject) javascript script in body tag of every http(s) request with MacOS and iOS client app.
- Inject javascript after terminating TLS request and then re-encrypting it (man in the middle). Client device will install custom root certificate to make this possible.
- TLS termination and injection need to be done local on client device.
- This local proxy solution should be able to route traffic to external VPN or Proxy service.
Why local and external?
It is required that clients can connect with an external VPN vendor for enterprise security capabilities whilst the local man-in-the-middle proxy should be modifying local due to privacy concerns.
About the project:
- Develop the network solution for iOS and MacOS as standalone application.
- Direct communication with developer is preferred.
