Change app name based on country not language

I require an expert in playstore or app store that understands that knows if an application name and splash screen of application can be changed specifically to country not language like if someone from saudi arabia will have different app name and splash screen from someone also in Qatar which will have different app name and splash screen.
Two different app name and splash screen but same application in google play store or apple store and same bundle identificator.
Does it require a special development?
