CDM needs to create an interactive, accessible, and responsive government.
Members of the public are currently calling CDM’s toll-free hotline 0*******,
WhatsApp number 0******** and info@********* to lodge queries or
complaints relating to government services, which are captured manually,
however a new application will assist the municipality to fast track resolving
queries.
A bidder should be appointed to develop application an application called “CDM
Talk” that will enable digital communication of all citizens to apply for services,
request, report alter and be informed at the comfort of citizen zone without
travelling to the municipality offices
SPECIFICATION
Departments – to show all departments under CDM and its services.
3.5 News - to send early warning about services disruptions to the community
affected and any government messages through SMS or WhatsApp.
3.6 Complains and login a call - to provide as much information as possible to the
call centre operator. To accommodate long text message such as name,
address, ward, municipality, location and contact number. Intergrade the types
of logging a call such as emails, manual, SMS, WhatsApp, application and
telephone.
3.7 Call Categorization - to categorize all calls logged via the Customer Care
Management (CCM) system based per ward, complaint code and village that will
be able to direct request to the department concerned. Complains can be
directed to the following categories – Water, Sanitation, Roads, Emergency and
Fire, Disaster, Waste management, Finance, environment, Health, Social
Development.
3.8 Reference number and call back feature – automated CDM reference numbers
and a feature to capture the call number and to call back or send messages to
respond.
3.9 Call Response Times – to be able to log a call, get registered, generate reference
number, get referred to investigator and relevant directorate and respond back
to complainant and close the call.
3.10 Services and plugin - to log in a call through emails, manual, SMS, WhatsApp,
website, Facebook and tweeter application and telephone, lodge complains,
receive reference number, track progress, receive responses and apply for
services.
3.11 Alerts – to inform community about any disruptions that may be caused by
maintenance. The application should be able to send out bulk SMS to thousands
of contacts.
3.12 GIS – to navigate and show all municipalities in CDM, wards, villages and point
of location
3.13 Image capture – to attach Jpeg images as part of supporting the query.
3.14 Website compatibility and re-design – to ensure the application is linked to CDM
Website query contacts and also to redesign the municipal website to be mobile
compatible and have a feature on the application.
3.15 Emergency number linkage – compatibility with emergency applications for
emergency logging of a call – emergency number 08600 666 777 and also listing
other nearby emergencies such as SAPS, ambulances, etc.
3.16 Weather focus feature – a feature that will be linked to South Africa Weather
Services (SAWS).
3.17 Councillors – a feature that will capture half short photo, name, municipality,
ward and contacts of CDM Councillors.
