Apple Developer Account Setup

I need a knowledgeable guide to help me open a brand-new Individual Apple Developer account from square one. I have not yet created an Apple ID for this purpose and will require assistance setting that up first, enabling two-factor authentication, and then completing the enrolment steps inside Apple Developer and App Store Connect.
