I have an App where users can take images and videos and post them to their profile page.
I need someone to create 3D images overlay with facial recognition to display over their face and head and take pictures and record videos.

I had 2 developers already try this but they both failed. The background on the videos was not smooth when you moved the camera around. It was like frames were missing. One of the developers wanted me to pay a month fee and use this: https://www.deepar.ai I will not pay for this. If they can do it, then I should be able to do it too.
