Capacitor 3 Socket IO Plugin

The idea is to build a Capacitor 3 SocketIO plugin on top of the native implementations of the Socket IO for Android (https://github.com/socketio/socket.io-client-java) and Socket IO for iOS (https://github.com/socketio/socket.io-client-swift)
